In step one, silicon atoms in the wet film grab onto water molecules from the air and from the microscopic moisture layer already on the metal surface. The silicon-water reaction creates reactive silanol groups -- silicon bonded to a hydroxyl. In step two, those silanol groups bond to each other and to the metal substrate, releasing water as a byproduct and forming siloxane bonds, which are silicon-oxygen-silicon links.
